If you have a Nvidia graphics card, you can try the steps below to solve the problem.
- Go to "Control Panel"> "Nvidia Control Panel" and there "Manage 3D Settings".
- Click on "Program Settings" and select "Fifa17.exe".
- Scroll down to point 3 "Vertical synchronization". Change the entry here to "Adaptive" and save the changes.
- In the "Settings" of FIFA 17 you now change the setting "FPS" to "No Limit" and the stutters have disappeared.
